A Vision for Transformation: Redesigning Child Welfare Workforce Preparation and Development

CSAW is currently leading Oregon's comprehensive redesign of the new caseworker training academy (Jeff Todahl, PI), ensuring each aspect of learning aligns with the state's guiding frameworks of equity, relational practice, and healing-centered engagement.

Grounded in Oregon's Equity North Star and Vision for Transformation, this effort prepares new workers to uphold a system that promotes safety through connection, family strengthening, and community partnership. The Equity North Star establishes Oregon's commitment to achieving equitable outcomes for all children and families, particularly those impacted by systemic racism and historical injustice. The Vision for Transformation builds on that foundation, prioritizing child welfare as a collaborative, trauma-informed system that supports wellbeing and belonging over separation and surveillance.
